Mine does... I have a 75 gallon tank and a 40 gallon sump..

Sorry to hear about the Hippo, man. My Hippo passed this morning in QT from Ich as well.

As far as the weight issue of a 78g in second story apt., as long as the tank is placed up against a load bearing wall, you could even have one bigger than that. If it were out in the middle span of floor joists, Id' be worried.
