Do 40 watt 30inch bulbs exist?

If you're looking to save money, why not see how the plants do without CO2? Everybody's tank is different and you may find that you don't need CO2 to have healthy plants.
 
A canister, yes. Would be a simple and efficient way to diffuse DIY. A HOB allows for too much gas exchange really...would be a waste IMO.

So you mean that i can diffuse it through the canister like the tom rapids canister? Thats what Im going to get....
 
You could save the whole lighting thing for very last too.

You could get the tank started with one filter, a heater, thermometer, substrate, prime(water conditioner) and some java fern and or moss (and a small peice of wood to attach them to) if you wanted. These will grow under your current light. Slow, but they'll grow. And add a little speed in the cycle process.
You could always try to get away with a crypt right under the middle of the light?

You could probably find a good deal on the plants from the classifieds here. I still haven't bought anything myself, but I read about alot of happy customers.
I'm pretty sure I just saw someone selling crypts, and javas. So if you look around you should be able to get enough to start some plants, all from one person.
Then you can always add another filter, more light, etc. later.

And yea, the more light you put on top, the more $$$ you gotta spend in other places. Like CO2, and CO2 related stuff. Ferts, and some more ferts.

Not sure of the specific design on this canister but if its completely sealed off from the outside air, than Co2 diffusion should be near 100%. All you do is run the tubing up the intake of the filter.
 
Looks like a pretty nice little filter!

If it turns out to be a reliable filter. It'll be a great little filter!

I haven't ran any CO2 through a filter yet. But alot of people do it. So I don't see any problem with trying it.
If it acts like a problem to the filter, you can always get a small(cheap) PH to run it through.
