Do shrimp count in the "inch per gallon" rule

Hi,
So I have heard that shrimp are not counted in the stocking rules generally. If this is so, I would like to know if I could add 3 or 4 ghost shrimp to a soon to be fully stocked tank (7 neons, 3 otos, 2 GBRs) and If I'll have any problems with the shrimp and the GBRs. Also, can someone explain why shrimp are counted less in the rule?

Yes shrimp count towards total bioload, but not at 1 inch per gallon.

I've kept hundreds of cherry shrimp in a 10g.

If your GBR are big enough, shrimp may just be a tasty snack. Yes, shrimp count towards the bioload, but they make up such a miniscule amount that you don't need to worry about it. I usually figure about 10 shrimp per gallon or so.
 
My GBR's are always on the hunt for the unexpecting and smaller RCS.
But they never bother the adults.
