Wow this is awesome!
I love using animal skulls to set up still lifes for sketching. They curves of the bones make such interesting shadows and have really helped me understand animal anatomy. My college had an awesome collection of animal bones. Sadly now that I'm on my own I no longer have access to anything. I looked online into getting a cleaned horse skull but it was going to cost me about $200
Being in the city we don't have a lot of options.

Yeah, some skulls, like horses, are really expensive. They are large, and many people view them as pets. That makes them hard to get. You can however, get some really cool small skulls for reasonably cheap. Look on Ebay for snapping turtle, beaver, fox, possum and bobcat skulls. All of those can be obtained reasonably cheap, around 10-30$ last time I was in the market.
Not sure what my mom would have thought of a dog's head in our freezer but I had a mouse in ours through the winter one year.

Ah, I remember a Dirty Jobs episode where Mike Rowe had to do this... only it was a huge plastic tub with an entire capibara or other large rodent. He had a really tough time with the smell... the company was "Skulls Unlimited" in Oklahoma City. They also used carrion beetles and had a huge cauldron/vat for boiling large animals like horses.
