There is a distinct difference between animals and humans.

I would probably euthanize (depending on watching it swim, feed, etc.). I would clove oil or decapitate but that method seems worse as you have to remove the fish from the water. It would be harder on both of you than putting it to sleep.
 
Why would you want to watch a fish in that condition?

For my part, I wouldn't want to watch it but I have never observed that condition myself and don't believe I can make an informed decision from only a photograph. If it was my fish, I would observe its behavior to include swimming, eating, interactions with other fish, etc. before making my final decision to euthanize or not.
