fishless cycling help!

hey, i have a jug of ammonia, non-sudsing, no fragrance. and a pack of bio-spira all for my 30 gal. what i was wondering was, since it states that i can use just ammonia to start the nitrogen cycle, i guess i would have no use for the bio-spira? and also, does my filter media need to be ready for the bacteria to colonize? should i turn my filter off? or keep it on with no media? i understand the whole part of feeding the bacteria to get the proper spike but confused on how to start it off.

bio spira you add it and the fish at the same time. its almost a instant cycle. going the ammonia way will take a month or so before its ready. the filter is where most of the bacteria lives. it needs to be set up and on ready to go. have all the media in the filter and everything just like there was fish in the tank.
 
okay last question and its time to plan the stock. is there a max/min on the ammount of fish i add to the tank?
 
thing about it is, i always fell in love with discus and angel fish but my dreams have been smashed because of the limit of my tank. im the type that likes a vibrant/colorful breed of fish (one of the reasons why im upset that i dont have the time to start a marine tank) but options and quantity have a chokehold on them. im a fan of schooling particular 1-2 breed of schooling fish but it seems that every one i choose has a minimum of 55 gal. and also possibly one pleco? i know they grow prettttty big.
