I've gone the regular water changes route on a 10, and it was fine. Even then, it was 30% per week, rather than 10%. There are obviously a lot of ways to do things, but removal of 10% of the organics every week is not much of a dent.
On the other hand, a good skimmer will definitely improve water quality. If I were setting up another nano I'd consider the AquaC.
bukitimah, on my old 20, I both skimmed and changed 3 gallons a week. It's best to mix and get it to the right temperature for a day or two before doing the water change.
