Flashing ?!

That normal for java ferns. The hairs are roots. When they get several roots & leaves you have a new plant...& and old leaf can be removed if it's ugly. Use scissors to snip the old leaf off close to the "rhizome", it's the sideways green stem-like part that both leaves & roots grow from.
 
Plants ARE cool! & ferns are a favorite of mine :) there are several varieties of java ferns, all are easy. You can even leave a leaf floating & it'll usually produce a plantlet...eventually. Slow growth is a good thing to me, I'm lazy, lol. When you're ready for more easy plants, lets talk, ha ha! They're not just pretty, they help with water quality, hiding places, etc!
