Lowish (3-4') decorative looking fence (think white picket style) that could surround the pond with a locking gate. Doesn't have to be right next to it, could be 6 feet or more away so you can come in and get near the pond rather than having to do all your maintenance and fish watching while hanging over the fence. Also lets you have more space to landscape around the pond...
Hedges take time, but boxwood makes a very dense formal looking hedge. Roses have the poking thing to discourage kids from going through. Barberry looks kinda like boxwood, but has HUGE thorns to keep people out, and it's evergreen, too. Could run a temporary fence while a hedge grows.
