is it alrite to not keep a heater in the tank
 
Can you be more specific??? What tank? What fish?? How big?? That is way to broad.
 
well don't leave it turned on OUTSIDE of the tank, cuz it'll explode!

depends on your species. some are coldwater and don't NEED a heater, but it helps to have one on low setting to prevent large temp fluctuations.

bettas don't NEED heaters, either, but I've found that they're much healthier and more active with the tank being nearer to tropical temperatures.

yep, you need a heater. you know, this may sound weird, but you could try an undertank heater. I have one, and it works really well. you don't need to put it in the water, so it doesn't detract from the asthetic appeal, and they circulate heat much better. the one I use is a 4 watt zoo-med heater, and it keeps my tank at exactly 77 degrees F. they're avalible at your local LPS for only $15, maybe less.
 
70 is too low for a betta, they like the temp around 80, how you get the temp that way is entirely up to you, so long as the temperature remains constant


^ the under tank filter is a good idea, sometimes they are sold in the reptile section of whatever store you go to
