Help with Biowheel

I have a Biowheel 100 for my 18g and it doesn't produce enough water to make the wheel turn. I've changed the filter, cleaned the intake tube, and I don't know what else to try? Anyone help?
 
dont know then. unless the impeller is not seated correctly and limiting the flow rate.
 
is the tank water level low? this can also cause the flow to be slow
 
Tilt the filter more forward(toward the inside of the tank.) You could also move the media from the first slot to the second(from furthest to closest from the outtake.) Try cleaning the impeller also.
I have noticed that the little purple holders for the wheel pop up and out, I have contemplated trimming the bottom of them to make them sit lower in their spots. This would make the wheel also lower and more in a direct position of the water flow.
 
Is the biowheel old and filled up with debris? You could try swishing it in a bucket of declorinated water to get the gunk off.
