HELP WITH TANK STOCK!!!!

So here's the deal, the coffee shop by my university is renovating and they want an aquarium. I am going to try to convince them to get at least 75 gallon tank. now my question is what to stock with it. here are teh specs I am thinking:

1)dont want live bearers or small fish. I think it would be best if i can get some cichilids that have some personality and get about 3 to 4 inches.
2) what kind of substrate should i use?
3) to save cost i am going with the cheap florecent light so there wont be any live plants
4) i would like the fish to have some personality that can grab customer's attention.
5) what is teh best set up for teh fish you are recommending so i can do it rigth the first time.
6) the fish must be easy to take care of (i.e they can live on flake and doesnt need live or frozen food)

I know its a lot but this is to save cost and make maintaining as easy as possible. If you have a set up liek this i would love it if you can post pics. thanks guys i really appreciate your help and forgive any spelling mistakes.
 
Africans are very colorful and you can crowd them.
 
you can get red tiger oscars for personality, or jack dempseys...for color you can get discus. yes you can use fluorescent lighting for the tank, no problem with that. instead of having live plants, you can use rocks and wood instead. make sure though that you get the right kind of wood.. goodluck!

I would say about 6 Angels, 6 boesmani rainbowfish, some mystery snails, a wall of luky bamboo at the back of the tank and abot 70lb of black gravel to make the colors jump. It's a ezzy set up and it will look good.
 
Use live plants as they really help yr cycle, {maybe just 5 onion bulbs along the back} u dont need loads just 5 or 10. Pick a light sand or a dark gravel. Healtheir cycle = less maintenence. Dont get large aggressive cichlids like oscars or JDs as these are messy fish that need alot of attention. Mbnua Firefish are stunning but cost alot. If cost is the problem lots of colourful cheap fish, like go on craigslist and bag a large order of one species, less fighting less stress on fish = less maintenance

U should buy a complete tank setup in a sale at a large lfs and steal a deal, I got a complete setup on a 55g for £155 brand new
 
Angels, cories, some sort of medium tetra or rasbora - easy to find, cheap, easy to take care of, and pretty.
 
i really like angels and dojo loaches. That seems like the best way to go. As far as substrate goes, i like to use pool sand or play sand use use lots of jungle vals for plants. now my question is canthe jungle val's survive with sand botton and really low light cause i will only be using standard florecent.
