I need some upper tank swimmers? Would it help to add floating plants?

Hatchetfish are almost exclusively upper dwellers, but they are also jumpers and not the most colorful.

I would say the reason your fish are down towards the bottom is your redtail shark. Those are very territorial, and he is probably trying to catch your fish, therefore they are staying in a safer place, among decorations, plants, ect.
