I don't know about 'stability'.
If it says that it is a pH stabilizer walk away from it.
If you want to hasten the cycle, Try Bio Spira Or seed it with gravel,plants, decor,whatever you can borrow, from an already established tank. id be worried about disease, but it will definitely hasten the cycling.I know Bio Spira isnt available everywhere, you can also plant more 'stuff' work on the background... build your fishfood collestion, test your cats drinking water./.. anything to pass the time. *S

I'd use biospira if you are going to try and speed up the cycle process.
