Is my Neon Prego???

yeah....if there light sensitive ill refrain from taking pics....these are clear scattered on rocks and plant very very few on glass but theres tons on the rocks
 
there almost like 10-20 in each sac...the sac is attached... well looks attached..,, egg inside sac....stock is 4 neons and 15-20 rcs....2 apple snails.. java moss butt-loads...and 2 tiny plant seen in pic..,10 gallon has diy HOB started from a Whisper 60
and 2 air-nuggets

that sounds like pond snail eggs.
 
Most fish eggs, including neons, are laid as individual eggs. Snails lay clutches of eggs enclosed in a sac. I'm afraid these are pretty certainly snail eggs. The female may now be skinny because:

1) she was constipated and now isn't
2) she was swollen with eggs and has dropped them unfertilised and they've been eaten

As I said before, to a first approximation, neons don't breed in community tanks. It's not negativity, it's realism.
