Live Rock and Sand

i think u should every thing has ben alive and gave off the bd stuf and can make the good stuf now

I managed to score 40 pounds of live rock for 50 bucks, its all about finding a great deal!

Live Sand

You can buy live sand at most fish stores - there are a few different companies - "Nature's Ocean makes bio active reef sand", or, "Ocean Direct Live Sand" also sells it. A 20 lb bag goes for around 35 bucks. You place it over your "dead" substrate to seed it. Not sure where you live, but they sell it at Petco, Petland Discounts, and on-line at www.drsfostersmith.com - search for substrates.

If it comes in a plastic bag and sits on a store shelf I'd not want anything in it that they are claiming is live. Save your money, buy a good aragonite and then add a cup of salt from trusted tanks when you can.

That is too much for a "garage sale". He will be lucky to even get half that. Don't bother.
