Here are my thoughts.
We know there are three vials left, one kills, and the other two switch. We also know whoever has them can't tell us they have them. They also can't tell us who they use the vail on, but we can talk about them, and give them instruction.

Odds are good an innocent has them and we should instruct them to use the next one on our top scum suspect. They would either switch to innocent, or die. We then vote to test or second best suspect.
