MF surviving over winter in a water trough??

The only issue I can see with keeping them in the water trough is the chlorine. If she's using water from a city supply to fill up the troughs, she's probably not using dechlor. That might kill off some fish in a hurry. Other than that they should be fine.

She uses well water for her horses, so it should be fine.
 
but ifshe'sconstantly changing the water and there is the constant movement of water from the horses drinking it... what are the fish needed for?

Mosquito larvae do very well in a watering trough. Horses will often only drink once or twice a day (usually in the morning and evening unless it is very hot or they've been very active). This means that for most of the day the water is perfect for the larvae. The horses also provide a easy source of blood that allows the mosquito population to explode.

Rosy reds are also a good fish to use as they are a native U.S. species.
