3-3.5wpg of light over a 10g is kinda medium-high light. You will still have a wide variety of plant choices.
I'd stick with small leaved plants like Rotala sp., Ludwigia sp., Baby Tears pr HM, Anubias nana and/or nana 'petite', Dwarf Hairgrass might work in the foreground, although it prefers a nutrient rich substrate IME......mosses for wood or rocks, Didiplis diandra, and smaller Hydrocoytle sp.
Bacopa would be fine if its one of the only plants you can find. It will grow super fast though (like most stems in higher light and co2) but just seems to take up more room than smaller leaved stem plants. And space is limited in a 10g.
My suggestion is not to have too many species packed into the tank. Try to scape with maybe 4-6 types of plants if you can.
