My snail is doing weird things..

I'm starting to get worried about my snail. Last week he was starting to act kinda funny. He was starting to linger around the top of the tank instead of roaming around like he normally does. I figured the tank was starting to get dirty so I changed the rocks and cleaned the tank. This was about two or three days ago. He started acting like his normal self again for about a day and then I started to notice him lingering at the top of the tank again. He never came out of the water, but just kinda poked his head out for a second or two. Yesterday I opened the lid of the tank and noticed some kind of film sitting on the top of the water along with these little white beads. I thought they might be eggs but for mystery snails I thought they were in clusters. These dots are all spread out. I'm really worried he might be sick or maybe laying eggs. The water also looks a little foggy. I don't understand why it looks dirty. I used spring water and not tap and washed everything thoroughly. I need help. Any advice would be greatly appreciated.
 
How old is your snail?
 
If you have a film and your sanil wants to be at the top of the tank I would guess that your water flow does not break the surface. This will cause a lack of O2. If you have a HOB filter then lower the water level slightly so it splashes a little more.

I don't have a filter. The one that came with the tank blew the air at the top. So I took it out because I figured it would be better to have a little bit of air at the top so he could come up for it instead of filling it all the way up and having a filter. Should I put a filter in?
 
yes, they would like filtration. Although they have both lungs and gills, they need surface disruption to put oxygen into the water column.
