I know that this can cause some debate, and personally, I wouldnt do this, but logically thinking, a 1.5 gallon tank would be a much better tank for a betta fish than the cups they come in around my area. They dont really need a lot of room and dont swim all that much, from what I understand anyways. They naturally stay in small puddles so I think the 1.5 gallon tank is a sort of 'step up' or in the right direction for a betta fish in some aspects. It is heated and filtered and they do not need the big surface area at the top of the tank for oxygen exchange since they can pull air from the surface.
Not saying it is the best situation, but I am sure there are some reasons small tanks like this are kept.
If this was my tank, I would go planted tank or a q-tank for community fish that are small.
