Neon Tetra problem

in a nutshell I don't mean to sound terribly slow but how does cycling work? Theres no such thing as leaving the water just sit in the tank for the ammonia and nitrate levels to regulate, right? I'm confused.

if my neon tetras overate, i would know. they got fatter, and they couldnt swim!!!! they would like swim in weird ways, and sometimes just give up and flip over for upside down or sideways as llong as they could until they had to flip back over and just i.. guess digested their food lol.

lol nice i didnt do anything different i still feed them the same and nothing happens now.. so
