To answer your question.. Yes Koi can be kept inside. Now is it a good idea.. No unless you have a huge pond indoors even then I wouldn't unless it was only for the winter. Like already mentioned koi need lots of room a pond any smaller than 1000 gal is really to small..IMO.

A simple rule of thumb you can use when figuring pond volume is to multiple Length x Width x Depth x 7.45 = Gallons. In your case 3' x 8' x 1.6' x 7.45 = 286 gallons. Assuming this is square.

I would really recommend that you do lots of research ahead of time if you haven't already. Sounds easy but you will be surprised at all the unexpected things that could go wrong. I learned the hard way. Please if you have any questions don't be afraid to ask.

First off, I will say this, I am not a koi keeper and never had the chance to keep these beautiful fish.
It does seem that yes, you will not be able to keep the large koi in your indoor pond. But here is another option that no here has thought about or made mentioned. I see no problem on getting smaller koi for your pond to add the color and activity you desire, maybe even with some goldfish added in. Now as the koi get bigger why not turn them around and either take them to a local fish store and then get more smaller ones in return, this way you could be supplying the store with larger fish and you can use the store credit to get more smaller ones or supplies for your pond.
I think eveyone here will agree that this pond idea is a great idea. You may run into humidity problems but if you install the proper ventalation you should be fine. But if you start to realize that the koi will be a problem, do not forget that you can keep other types of goldfish that are just as beautiful.

Isn't that a little irresponsible? I mean, in theory it sounds like a wonderful plan but not all fish stores want full grown Koi, nor do they have the room for them. Koi are very common, most varieties anyway.

I am not too sure a store would be thrilled about taking in your fish on a regular basis because they get too big. JMO.
