I would say it is defective, I have 2 and they both are silent other than the splashing. The splashing can be tuned by where you keep your water level.
My unit restart by themselves after a power outage no problem. They don't always after a major water change, but I just prime them when I am doing a water change.
Bio-wheel stops turning normally means the filter media needs replacing, filter housing or impeler needs cleaning. Don't clean the Bio-wheel. Just drop it in the tank while you clean the other parts.
