One side of the flourcent light not working, can you change the fuse to make it work?

I have a 48 inch light top..One side is not working..I was wondering, if I can change the fuse on it because they have this fuse looking thing that can be removable?
 
Oh, it is not the bulb..When I bought it used, the person told me the other half of the light does not work even with a new bulb..He told me to get the fuse and he took it out of the light thing..
 
He probably meant the starter. If there was a fuse (usually there isnt) that was bad, it wouldnt work at all.

Is it a little metal can looking thing?

Yes, that is....I was wondering, I should go and replace that see what happens right? I did not knowthey sold things like that.. Thanks for your info

Yes it is:)
You can probably get one from any decent hardware store. Usually they just twist out.
(take the old one with you for reference)

they are called ballasts you can get them at any home improvement store
 
Walmart sales them also, only about 3 dollars or so... Would be located in the lighting section.
