I would say it's a bad idea... but then you mentioned putting in 3-4, now I have to say it's a really bad idea. Given the individual differences between puffer 'tudes, if you put in 3-4 you are almost definitely going to find a hannibal lechter type fish. Stick with the 10 gallon, 2 puffs, and a whole bunch of plants if you want to see these fish live long happy lives.
If you put them in the community tank, either they will terrorize and possibly shred your other fish, or become so timid that they won't even go after food. If you really just have to try one in the community tank, only try 1, and try to find a female.
