What other fish are in this tank? Is it a goldie only tank? If so, it shouldn't be heated. How large is the tank?
Also, in regards to transferring all the water from your old tank, that is a completely unecessary step. Water actually holds very little beneficial bacteria. The bacteria colonize your filter and any hard surfaces in the tank, i.e. gravel, decorations, rocks, etc. Are you using the same filter as the old tank? If so, it should already have some beneficial bacteria in it.
