Yes, in a FW set up you can/do put plants/fish in the sump. It can be more than just a wet/dry filter.
 
you may want to get a longer tank or multiple tanks so you can have better biological and mechanical filtration before the "live" part of the refugium.

dont put any fish inside it, but you could have some java fern, java moss, or other low-light plants inside; you will still need to get a light. put some inverts in there like ghost shrimp; just feed them every day or so and they can help keep the refugium clean. they will probably breed alot if you have enough of them, and that will be a great live food source for your fish in the main tank.
 
i vote java moss. seems like it would have a lot more surface area than any of the other stuff.

I'm planing on using a proper powerhead filter to collect water then pump it to the tank so it gets a pre filter and then goes through the living filter then back to the main tank. also if anyone could point me in the right direction to sort out plumbing so if the power goes off my tanks not going to drain by gravity through the pickup. thanks for the help :)
