When we finish things in epoxy at school we go for cheap, strong, and scratch proof. We use a two part epoxy that is made for filling in holes in the sheet metal of your car. We just leave out the fiberglass. It is an opaque almost light amber color and I find it quite attractive actually. I don't know how safe it is though for an animal.
I suggest you use what we use on our cups. It is a food grade 2 part epoxy. I'm not sure what it is called but if its food grade and usable on human application that it out to be safe for an animal. It also stands up very well. When we coat our entire projects in them we can even wash them in the dishwasher and they take several years for them to lose their finish.
