What the hell is that relay for?

Looks like it could be a "flop-box"

When ballasts are connected this way, it will allow a single ballast to run more lights, on a different schedule.

The relay is timed, and after a set period of time the relay will switch over, changing which bulbs are powered by the ballast... possibly to replicate a afternoon/evening lighting pattern.

in the morning the cool whites go on, and at, say, 6pm, the cool whites switch off and the warm whites are powered up.

I told you this guys wiring skill was amazing.... There arent too many people who know what a flop box is, let alone build one themselves (even as simple as they are)
 
I stand slighty corrected... it is indeed a flop-box, but instead of running different bulbs per ballast, he seems to be using it as a way to use a single timer to control both ballasts to achieve the afternoon/evening cycle.

When the timer turns off, the relay switches power to the second ballast.

When the timer turns on, the relay will switch off the currently running ballast, and switch the other one on.
