I had african dwarf frogs and bettas in about 3-5 gallon tanks. In my 29 gallon I have around 8 female bettas and 5 african dwarf frogs. If size of the tank is making them not fight, than you can rule that out. But they never fight and they eat side by side whenever I feed the tank. They roam around and haven't had one AFD or a female betta die.
2.5 is enough room in my opinion for a betta and a ADF, can always stick in some cherry red shrimps. But some say they are notorious for killing them, I get the opposite going on in my tank.
