I'd like to suggest that you coat the pvc completely with the glue. Then while the glue is still soft enough, but not runny, use found objects to temporarily press against it to create texture. Then, using your acrylic paints, use a method called "dry brushing" to really bring it to life.

I used to do models (miniatures) and these are just a couple of very easy and cool looking methods of bringing scale and ultra realism to your art.

Looks great! Unfortunately acrylic paints will usually flake and peel under water. I clean paint off of things that've been dry for months by soaking them.
 
i've never tried acrylics underwater.... can it be clear coated for aquarium use/safety?
 
So, if the acrylic would peel under water, i will probably give the ornament a light coat of silicone

This tree was made because i wasn't happy with the ones available at the store.
 
Well, acrylic and anyotherpaint except pool paint won't last past a month under water because it needs to breath so iam going to coat this tree in silicone because, it isn't as runny as unset epoxy resin and wont bubble like epoxy, it will also stay clear.
