I honestly don't know how much vinegar to tell you to use. My dry rock went straight in the tank with just a hot water rinse. I would guess about a cup of vinegar for every few gallons though. You should not need much IMO.
My frame was white which I painted black. Couldn't find black frame at Lowes or HD which I thought was strange.
I can see how the vinegar would help with that and have read about others doing the same. Just rinse/soak it well after.
Maybe I missed this but why aren't you just painting the back of the tank black? Krylon Fusion spray paint works great, very durable and dries in like 15 minutes. If you don't want to mask off the rest of the tank to prevent overspray, you can also roll on some paint.
