No, you are confusing pH with hardness. Tap water with a pH of 7,6 isn't even high for tap water. It probably isn't very hard either (test GH and KH, or look at the site of your water utility). You are probably not limited by hardness in keeping fish just the temperature. You can't keep paradise fish, forget all temperate and subtropical fish.
Look for small tropical fish.

I was thinking a pair of GBR’s, 6 rummy nose, and 5 sterbai corys. I also have a list of plants I can add.
