The height on the 80g was about the same, with 2 20w lights on one side, and that was able to make a dwarf lily bulb sprout and grow. So since the 48" light is 40w, I'm pretty sure it'll work too, as long as the lillies are towards the center of the tank, and not off to the sides. Most of the plants will be fake though.
The apartment is on the first floor, so no worries there, but I will need to get a python. Luckily the bathroom is right outside my room, but it was a major PITA to fill this thing with no python, only a 5g bucket, lol.
Honestly, I'm not 100% about the landlords policy on aquariums, but I'm not about to walk into the front office and ask "Hey, is it okay that between all the aquariums in my room I have a total of 206 gallons of water?" lol.
