To shoot or not to shoot

You need something that will do its job when you are not there or busy doing something else. An airhorn only works if you have no job and nothing else to do and you can sit there all day waiting for the heron. Otherwise you need something that will work for you when you are not there. Otherwise the bird just learns not to come around when that guy is there. Fishing line and motion activated gadgets will do that for you.
 
Get a dog. Works for me :D No small woodland creatures or birds come near my pond.
 
my 2 cents...

shoot it with plastic pellets at range. won't kill it, but should scare it off. the drawback is it only works if you're there obviously...

motion detector with a sprinkler is a great idea if it's within your budget.

fishing line sounds like its more likely to kill the bird than shooting it with pellets.
 
You pull the line tight across the pond. If it is set in the ground you use tent stakes to hold the line. They simply stumble around on it. That won't kill them. I have recommended this to many people and not one has said it didn't work or that the animal was injured in any way. This works for herons, hawks, and raccoons.
 
+1 on "Don't shoot it" - if it isn't either a starling or a crow (or maybe a pigeon), chances are almost 100% that it is federally protected and that a game warden would be happy to jail you if a nosey neighbor complains about seeing you shoot a Heron or Egret.
 
being currently unemployed, i think it would probably be fun to sit out there with the hose or a super-soaker and shoot the heron with that when it came around.
