I have a Tronic in my 5 at work. It's submerged, and worked just fine for 3-4 years--this past summer killed it because the AC blasted all summer (it would get down to 59 in my office), forcing the heater to run almost 24/7 for 3 months. But, before the summer of ice, it worked just fine, completely submerged. Often, that's a minimum water level--meaning no more than that amount of the heater should be exposed.
But there is a min. and a max. water line. The person a my LFS said it can be placed under water. Whats going on? It also is not heating my tank. I have it set for 85F just to keep my tank at 72F.
