Tronic Heater

I have a Tronic in my 5 at work. It's submerged, and worked just fine for 3-4 years--this past summer killed it because the AC blasted all summer (it would get down to 59 in my office), forcing the heater to run almost 24/7 for 3 months. But, before the summer of ice, it worked just fine, completely submerged. Often, that's a minimum water level--meaning no more than that amount of the heater should be exposed.

It isd heating your tank just fine, the only thing that is wrong is the thermostat in the heater thinks it is warmer than it acually is.
