Umm, what is growing on my plants

I just noticed something growing on my plants today and I'm not sure what it is. It's not on any of the plants in my 29 gallon, but is all over the plants in my 55 (both real and fake). If I didn't know better, I'd think it was a spiderweb or cobweb of some sort. I've got hornwort and it circles the entire plant. Also, my gourami was picking at it too. I'm guessing it's an algae of some kind?
 
I have a similar type of algae, that I believe is due (in my case) to a high level of lighting in my tank. I get about about 3 watts per gallon, & I don't use CO2. Is your lighting high?

I've got 110w on my 55 and 55w on my 29.

No, I'm not interested in pouring chemicals in my tank. I use de-chlorinator and that's it. I was just wondering if it's just algae or if it could be something else that I do need to worry about.
 
It sounds like an algea. Green and like a spiderweb. It will get thicker. Most people use a toothbrush to remove it. Put the toothbrush in it and twril it. It puts the algae off as it wraps around the toothbrush.

It's not green. It's clear. If it wasn't in water, there'd be no doubt that it was a spider web or a cobweb.
 
I had something like that in one of my tanks after I introduced a new piece of driftwood. The conclusion I came to was that it was a type of fungus. Have you added any new driftwood or plants to you tank? The only way to get rid of what I had was to boil it but I also didn't have any real plants in my tank at the time.

The best way I can describe it is cobwebby. Kind of a whitish clear color. As I said, if I didn't know better, I'd swear it was cobwebs or spider webs. I've got hornwort and it almost encases the tip of the plant if that makes any sense. I don't have a digital camera so I can't post pics.
