In this situation yoy have to get the toxic levels down immediately. I would rather me fish get a little stressed out than die because they can't breath.

You should add water treatment to the new water you are putting back in your tank before you put the water in your tank every time you do a water change, even if its not been 24 hours. Happy Fishkeeping!!
 
On the 'balance' issue - I gather these fish are sometimes prone to swim bladder problems too. A pet shop when I was a kid told me to stop feeding for a while and then gradually introduce the slightly softened pea (apparently the poor things are so greedy they give themselves constipation!)

Otherwise I agree with everyone else - get that ammonia down!

Katykay: READ MY POST...Ammonia is deadly. Your 15 gal tank is NOT suitable for goldfish...This will be a CONSTANT problem in this tank and you will lose your fish, probably from ammonia or nitrite poisoning, if not some sort of secondary infection due to a weakend immune system. The only way to lower the ammonia, is a massive water change...Get used to doing it every couple of days if you want to try to continue with that small tank. Good luck.
