Once again I have a question. What is a actinic bulb and what dose it do? It sounds like something you put on the bulb but not sure what it is or where you would get it.

Its a type of bulb that has a very blue/purple hue to it.. (Almost black lightish) that gives your tank a blueish hue that makes the vibrant colors pop. If you are doing soemthing like a MH light with 14k or 20k you really don't need it. And honestly the actinics are for you and not the fish or corals.
Yes its a bulb. With Compact Fluorescents you see a 50/50 bulb where 1/2 of it is an actinic and the other half is normal. With T5's its individual bulbs.
Grins I started reading your 55gal log this morning. I only got threw the first 25 pages. Wow it's long. Good but long. I'll post when I get done with the other half.
