What filter for 20gallon high

I was just wondering what filter you all recommend for a 20 gallon high tank. It will be a low tech, low light planted shrimp tank. Any insight would be appreciated.
 
i don't think shrimp have huge bio loads so if you want something quiet and cheap, the hagen hush series are pretty good. they're super quiet, come with a sponge cartridge and a carbon cartridge. the sponge cartridge age never needs to be replaced, just cleaned and you can remove the carbon cartridge so you can have room for an ammonia and nitrite reducer.

however, if you want something better, there's always the tetra whisper ex series which are very cost efficient because you can get a pack of 4 filters for 20 bux (cdn)...so that's 4 months for 20 bux!

and ultimately, everyone's favorite, the hagen aqua clear series seems to be top of the line.
 
How does the Hagen match up against the marineland penguin series. I realize that I don't need the greatest filter for shrimp, and the plants will help, but, in time this tank may evolve into something else and I want the capability to put other things in it. I'm building a DIY backround right now and plan on building it around a filter. I don't want to run into a situation where I need a better filter and have to redo the backround.
 
I would go with a simple air or powerhead powered sponge filter.
