what is this fish? where can i get it? and what size tank does it need?!?!?

It may be just breeding colors not how non-breeding males & females look most of the time. Be careful with some of the more specialized species, they may only eat live foods. That can get to be a PITA after a while.
 
You asked earlier about paradise fish...a single one would be fine in a 10 gallon tank, but would munch shrimp. They get to between 2.5" and 3" SL (about 4" total length). Very personable fish.
 
That is a samurai gourami, I was going to start a species tank this past spring and didn't get
the chance. They are mouth brooders and need to be kept in a small group, not 2 like most gourami's.
The female is the colorful one and they're a bit easier to keep then the chocolate gourami's. Still
thinking of doing a tank for them, will have to wait for spring again, I think it's too late to ship.

Very pretty fish, if there is one like that in coloration I would want it!
 
The saturation is extremely high on that pic, take a pic of any of your fish and turn the saturation up 100%. There you go, fish like a bag of Skittles.
