If you are still in or near Vermilion, your water is likely from Lake Erie, moderately hard and nicely buffered to pH 7.6-7.8...not bad for many FW fish. Unless you have "dont drink the water" signs posted in your building, the "water in the building" is usually not an issue because running it for a few seconds flushes the pipes anyway. I would run the water for 30 seconds then use it....dechlorinated of course.

I live in Dayton now. it's probably just me being weird over the building being old than actual water quality lol.

I'll test the tap when I test the reef today. It is going to be a nano high tech planted system (as much as 5gal can be, I'm sure it will be upgraded to a 20 long at some point) would adding plant ferts reconstitute the water?

no, plant ferts won't 'put back' the buffers and minerals that are absent in R/O water.

i've known people that keep tanks in apartment buildings around here that were built prior to 1950. no issues at all with using the water coming out of old pipes. you could always run the water through a filter that screws onto your tap. Brita or Pur 3 would work. they take out a lot of crud from the water, but the good stuff still passes through the filter.

but honestly, i would not worry at all. use your tap for your freshwater tanks without stressing over it.

Depends on what you mean by "ferts," (GH boosters are available, and things like CSM+B have trace minerals) but in a strict sense, BFM is correct....most ferts are just NPK + trace or any sort of combination in between and wont be supplying buffers in necessary quantities.

He's doing very well. His fins are still rough looking, but not nearly as scraggly. Will begin to do his wcs with declorinated tap water. Thanks for the help :)
