    maybe I'm just paranoid about this, but other than crickets intended for herp food, I wouldn't feed any bugs to my fish. There's always the chance of their being exposed to pesticides and other toxic stuff.

    sunfish are a pretty good idea, not sure about minnows, I imagine they need pristine high-oxygen water that won't be easily accomodated in a turtle tank

    but they are still worth keeping in the tank, if anything it's a good reason to get rid of the more boring fish like danios and such. some golden wonder killies and maybe a pair of dwarf acaras is much better than a school of danios and a dwarf gourami.

    You don't "consider" a tank brackish because of the fish in it, you "consider" it brackish based on the salinity.

    Assuming good filtration and water changes, it isn't overcrowded, although in terms of aggression you could have issues, especially towards the Herotilapia, which isn't up to par with the Dempseys or black belt.

    This doesn't answer you're question, but why not give away the boring fishes that you have in the 20 gallon, and use that tank for splitting up the inhabitants of the 55 gallon. that would go a long way in alleviating the odd mixture of fish you have there.
