Pete, sorry to hear the leak is persistent.
Might have missed some, but did you wait long enough? Drying out the tank and remembering that you need a max. 15% moisture on the coating?
 
Perhaps the vertical support structure is moving enough with respect to the the other 4 sides and stationary bottom to compromise the seal at the bottom corners. Perhaps when you empty the tank you should make alignment marks on the outside of the structure between all the segments to record any excessive moment after you have once again attempted a new joint seal followed by refilling. If a shift is recorded it might help ID a problem.

well, something's gotta give. :) so far nobody's ideas have appealed.. but there is still water coming out somewhere. best of luck finding the leak.
