5gal Stocking

The neons sound just fine. That or guppies.
I'm setting up a five gallon now for some guppies.
1 male for every 2-3 females when it comes to guppies. They're colorful, and they'll spawn so your daughter can share in that experience, if you plan to help them survive.
 
The tank will quickly become overrun with guppy fry in a mixed sex tank. Go with all males or females instead.

Guppies wont eat all the fry needed to keep the tank stable, and if this is the only tank in the house, its a HUGE headache to try to sex the fry and seperate them into suitable tanks or find others to take them. Trust me. Ive heard that male guppies that are raised together can sometimes get along fine, and am working on testing this theory with good results so far.

I think all little children are capable of "getting" that you dont touch the prettys in the glass box, just as much as they are of getting that you dont pull puppys tail. Its up to the guardian to supervise and train the child and pet(s), ultimatly.
 
I think kids do just fine with fish tanks. I have an almost 3 year old who not only likes to look at them but knows all the types of fish and likes to say "hi" to the "grawmis" every morning and check on her pleco on a regular basis. Kids are very interested in everything and can be taught to respect animals at a young age.
