I think that it's the same for any country and its former colonies. French, English, Spanish, and Portugese (to a lesser extent) have all spread around the globe, and so much has changed over the years as the languages evolved in their various environments. Still no excuse for Beyonce singing a French song.
I, personally, think she did a good job. I love her voice.
Just because someone's first language is English, doesn't mean they should only be allowed to sing English songs.

I just have to say....for French people who think Canadians slaughter the language....I do believe that Canadian French is closer to the way French was when it was originally "brought" over. Because Canada tried so hard (in a lot of places anyway) to resist absorbing American English and because of their pride in the language, they kept the language "purer" than France French, which was heavily influenced by surrounding cultures. So really, it should be the canadians who make fun of the french. But, yah, throw the baby down the stairs its bottle
y know, I had a frenchi come in yesterday asking about room rates. He spoke little english(like 5 words) and I speak 0 french. We were able to comunicate, albeit with some difficulty, using very broken german.
You know Leopardess, I once read an article suggesting the Southern Belle accent may be closer to Shakespeare than say modern UK accents. Yeah Ems, you took it the wrong way. I wasn't saying that she couldn't do it or shouldn't be allowed to, just that there are many talented and beautifully voiced (which excludes Celine!) french singers who would have been a better choice. It's kinda like using the handles of your scissors to drive a nail when you've got a hammer hanging from your belt.
