I need help badly..

I think the reason the fish is losing scales is because those are scales that dried out and necrosed, and now that its back in water, they are falling off. I think it will recover.
 
Is it possible the fish got sunburned or frozen while laying in the yard? Or even dried out. You might try some of that slime coating stuff, don't know the name of it, sorry. You might also try an antibiotic, because it could be succeptible to infection with its scales coming off. Keeping it in cool water will probably deter bacterial growth as most bacteria like warm quarters. Goldfish like cooler water anyway.
Definately keep it in the house with a lid. It could jump out. If left outside it could fall prey to birds cats racoons ect if left in a bucket. You might also try feeding it a live food diet while it is recovering- like small minows or feeder guppies. Goldfish are very messy, so frequent water changes are a must, from the bottom, most of the waste will settle on the bottom.
