Ok, I've been running this through my brain, reading, re-reading, thinking, letting it marinate, etc. I think RBishop has hit on something. I suspect JL and Annie are communicating mafia with each other. This whole scenario has played out in a scripted manner. JL was manipulating votes for FF right after nightfall because FF was distracting. That is a poor reason to vote someone out, unless you're mafia scum. It didn't sit well with me then, and it's 100% not sitting well with me right now.
I retract my vote on FF.
So RBishops idea that they could be on the same team really struck a chord with me. Like I said, the whole exchange feels scripted, from JL's insisting that FF get lynched even though he is sure Annie is scum (which made no sense at first, but now it totally does with my working theory) to Annie's vehement insistence that he is the policeman. The mafia scum are desperate with their lost hitman. I think this stunt is meant to confuse the town into lynching a very possible innocent (FF) and then JL can claim he was investigated and we won't know if he's telling the truth (he can say he's saving his shots until he gets confirmation of who to shoot from investigations).
Additionally, something that is bothering me very much is the fact that JL absolutely does not want to lynch Annie. Makes no sense if he's so sure Annie is scum. The whole "not wanting to lynch the mayor" bit is :bs:. iirc, you were all about finding the don, JL. Now a total change of heart. BS.
Annie has no problem voting for JL though. They're teammates. I'm betting Annie actually is the don. That is why JL is so adamant to not vote for Annie. JL is trying to sway people to vote FF to get them both off the hook. Annie is willing to play the game to get JL lynched to keep up appearances (when JL shows mafia Annie is a golden boy). When Annie is golden boy, the don has been cleared. Yeah, the mayor could investigate Annie then, but it won't do a darn bit of good because he'll show mafia. I think the real policeman has not role claimed yet. If there is a 3rd communicating mafia I wouldn't be surprised to see them RC policeman to throw more uncertainty into this lynch, possibly saving both of their teammates in the mess.
With that all said, I vote to lynch Annie.
